Why ZIM is the workhorse

ZIM is BMWE's largest single-instrument SME innovation programme by volume. Three things make it the default choice: (a) rolling submissions - no Stichtage to time around; (b) sector-open - any technical field qualifies, not just named themes; (c) high success rate for proper applications - well-prepared single-project applications convert at ~70-80%. The trade-off: the application must clearly show technical novelty beyond your existing portfolio (not just 'we want to make our existing product better').

Single-project vs cooperation: which to pick

Single-project (FuE-Einzelprojekt): you do the R&D yourself. Higher per-company ceiling (€690k), simpler administration. Cooperation project (FuE-Kooperationsprojekt): two or more partners - typically your SME plus a research institute or another SME - share work packages. Lower per-partner ceiling but the partners can be in different EU states (more options for highly specialised partners). The 2025 reform raised both rates and lengthened typical project terms.

Cross-border ZIM is supported - works with partners in any country that has a bilateral ZIM agreement.

The market-introduction add-on

Once an R&D project finishes (or hits the prototype milestone), you can apply for the Markteinführungs-Förderung: €100k cap, 50% rate, covering market research, regulatory certifications, trade-fair participation, demonstrator builds, and initial customer pilots. This is the bridge between FuE-completion and revenue - many SMEs leave it on the table because they don't know it exists.

Timeline

From submission via easy-Online to Bewilligungsbescheid: ~3-4 months. Projects typically start 1-2 months after the Bewilligungsbescheid. Funding is paid against quarterly Mittelabrufe on incurred costs (no advance payments). Reporting is moderate: yearly status reports + a final report. Audits are standard practice but not aggressive for SMEs that keep clean cost-centre accounting.
